Maelstrom Weapon LB Cast Limiter

WIP some bugs

Blocks Lightning Bolt cast under set amount of Maelstrom Weapon stacks. Use slider in custom options to set desired value.

You can create a macro that will always be allowed to be cast using showtooltip option with a different spell name e.g.

#showtooltip Chain Lightning
/cast Lightning Bolt
