BoP whisper

This Weak Aura is for Paladins and works like the PI whisper WA just for BoP
For example: an assigned Mage can request a BoP if they whisper "!BoP"

This is one half of a Weak Aura pack. Mages should use https://wago.io/RULPN5KoY to let them visually know when BoP is on CD.
